I'm not sure whats going on here.

I do know you can't "in place upgrade" from 32 to 64bit. You'll need to format and start over.

Look at this https://www.youtube.com/watch?v=PI_UwJoFcU0 it didn't work. When I clicked to upgrade it shows to restart the computer. I restarted it and nothing happened.

As he said at the 20sec mark you'll lose all your files and settings. It's not really "upgrading" like you'd think.

So you are at the 1:20 point of the video and when you click on upgrade you get something else? What are the system specs?

Try 4745454b's idea, if that doesn't work I'd suggest using Windows backup to place your files on external media of some kind, a HDD would be a good option, just not the one your installing Windows 7 on else this part of the process is pointlessbsince you lose it all. After that's completed place your install disc into the DVD/CD drive restart your computer and booynfrom the disc, there are several ways to do this either by pressing the boot device hot key after POST or by changing your boot order described in this article http://wikihow.com/Boot-a-Computer-from-a-CD . Remove all other media that includes USBs etc... And if you have other internal hard drives temporary remove the data/power cable or both cables but if there's only one drive then don't worry about this step, however if there is make sure the only drive left connected is the one you wish to install windows 7 on, I'm saying to do this to prevent potential data lose due to confusion over which drive is which during install.
After booting from the CD pick your keyboard settings and accept the EULA if you agree (I know you won't read it any way but you should haha), then select custom advanced install, select each partition and delete them using the delete button below, then select the unpartioned space click the new option and next (however if you'd like to create a backup partition the select an applicable value depending on your HDD size, about ΒΌ of the drive and use the remaining space for the other partition) please note that another partition may randomly appear about 100MB in size, this is okay its meant to happen. Then select each partition and click format. After click the largest partition then select install/next and windows 7 should start to install, it will reboot during the process no need to boot from the disc again though, in fact after its rebooted you are safe to remove the CD, you'll need to create a username (and password if you wish to have one), your computer may again reboot to set the account up etc... After you get to your desktop, insert the removable media you backed up to and follow this article to restore your files, also you'll need to select the drive you backed up to which isn't stated in the article http://windows.microsoft.com/en-gb/windows/restore-file...
Finally you might want to set a backup to the external drive is the better option (if your files restored successfully you can delete it backup currenyptly on there) or if you created the second partition earlier then you can set the location to there baring in mind if your HDD failed you would lose both the data and backup, after that you may want to install antivirus and any other programme you'd like further more the latest windows update to protect you from potential security hole/flaws.

If you get stuck or need help report back here with the problem and will be willing to help :)
