Old Dell Desktop. Continuous Reboot

Hey there everyone!

So I've been searching the forums forever now, and just can't find an answer. I recently acquired an old Dell Desktop PC. It's probably from around 2000. The idea for this computer was to turn it into a family computer. When I got the computer, it was running Windows XP, and was slower than dirt. I got the chance to try installing Windows 7 32Bit despite the minimum reqs calling for 1GB oF RAM, and this having 512MB, from a flash drive. I went to sleep to let it install overnight. When I woke up the next morning, I caught the computer in a continuous boot. It will boot all the way up to the loading bar for "loading windows", but then goes black, and reboots. I've tried safe mode, and it does the same thing. I tried to reinstall, but now when I go to select a boot device, I get the little dash in the top left corner like its loading for about 15-20 seconds, then it reboots. I could use some help here.
