High CPU spikes at IDLE

Hi there,
i have a problem with my cpu having spikes and seems to be running harder than normal at idle,now it is at 25% with only google chrome and steam open,a few weeks ago i found it was running higher at 50%-90% spikes at idle,causing some freezing, i could not find the problem so i reinstalled windows 7 and this seem to fix the problem,
the idle went back to approx 5%-15% with no spikes,but a few weeks after it seems to be higher again also with spikes and increased temps at idle,what is a normal idle % for this CPU?,i will add the specs of my system below,any help is much appreciated.

core I5 2500k(no overclock)
asrock p67 pro motherboard
coolermaster hyper 212 plus
gainward gtx 560ti
antec truepower 650 psu
4 gig gskill ram
CM storm case(plenty of airflow)

i have the task manager open,under the processes tab,then i click on the cpu tab,i ticked the box that says(show processes from all users)
system Idle Process is 74
ASCService,exe*32 is 25
all other processes seem to be= 00
is this good,? the cpu is at 25% now at idle,is this normal for a cpu of this type,

up to this point i have had no issues witht the bios,im really curious to know what is causing this,this system has been fine for approx 2 years,then recently this problem started randomly

i am using 2 sticks of 2gig each,i cant borrow any ram really,its strange yesterday the cpu was back to mormal idle at 5-10% again.but today the idle is at 25-30% again,i suspect you are right and it may be a hardware issue,i will try to test the ram today.

after looking at this problem for quite a while,i found the cause,i am using software called advanced system care,it has a component called process manager,it basically a good task manager,while looking at the cpu usage with this,i found another component of it was using 25% cpu,it was (advanced system care service)so as soon as i shut it down,the cpu was back to normal idle at 2-5%,
