GPU usage fluctuation - EVGA GTX 70

Not really an issue, more of a curiosity that I have. For instance, on DMC (devil may cry) I get at least 120 FPS. But I notice the usage goes from 60-90% constantly, why is this?

Your GPU will only work as hard as it has to. When it ramps up, something is happening in game that makes it work harder. If it sees that nothing is going on, it slows down to save power. BTW, what GPU do you have? There seems to be a typo in the title.
