AMD FX-9370 Idle/Throttle? help

Hello,
i recently bought a new custom rig with:
- AMD FX-9370
- ASRock 990FX Extreme3 mobo

...everything seems to be performing well except for some strange "feature" with my cpu.

The fx9370 (when entering into idle):

- mulitiplier drops to 7x (from 22x)
- core voltage drops from ~1.3V to ~.87V
- core speed drops to ~1400mhz down from ~4400mhz (stock)
->
http://extremespec.net/amd-fx-9370-review-testing-performance/

...
However; the cpu seems to be entering this idle state constantly and when it shouldnt be...

At first i thought my cpu was being throttled because of core temperatures, and ive been monitoring/stress-testing with CPU-Z and Prime95.
At 100% load (stress test), my CPU fluctuates between 100% and 30% every 3-5 seconds.
(Graph looks like a heart monitor)
And as a result my temps fluctuate between 24-45C (obviously in no danger or need of a throttle)
[Note: TjMax is 70C]

And I have a 120mm liquid cooler, and my core temps peak at ~50C.

I even disabled the Thermal Throttle in the BIOS just to see if the throttle would stop and the temps would rise, with no avail.

The CPU fluctuates with just about any load and throttles down to the idle state aforementioned.

- Cores are unParked
- Power settings at High Performance (min and max at 100%)
- I have disabled the APM.
- I have disabled Cool 'n' Quiet.
- I have disabled CE1.

The majority of what ive read lies within heating issues (fx9370 runs hot) but thats not an issue for me.
Ive also read some complaints about the AMD BIOS and similar issues.

Im at the point where this problem is persisting beyond my understanding, and i cannot figure out what the problem is.
Why does my CPU fluctuate between this "Idle" state and normal?
Can i disable it?
Any help would be appreciated at this point.
Thanks in advance.
-Darren

Oh I just noticed the motherboard you have--I had that one before I upgraded to a Sabertooth 990FX.

That ASRock mobo can't support a 9370, so it's not getting enough power to your processor.

The AsRock Extreme3 doesn't even officially support an 8350 because of the power requirements :/ I couldn't overclock my 8320 over 4ghz on that mobo beacause of this issue.

Your two options are:
1. downclock your CPU to 4ghz
2. get a new motherboard that supports 220w processors (like the Sabertooth 990FX)

The FX8320 and 8350 along with the new 9000 series chips are not compatible with that board due to thermal issues.

Thank you very much. I will look into n underclock and if that doesnt work, invest in a more powerful mobo.

so its really gonna have to come down to me looking into a new mother board then?
Thats a shame.
