Cannot overclock AMD Radeon HIS 7850 IceQ X

Hi! I've faced with the following problem - my videocard AMD Radeon HIS 7850 IceQ X was overclocked to 1050/5000 and everything worked fine. But after re-installing my OS (Win7 64bit) I cannot overclock it again. I've tried all the OC utilities for the current moment (HIS utility, MSI Afterburner of various versions, ASUS GPU Tweak, EVGA Precision and built-in drivers GPU Overdrive) - nothing helps! Though in utilities frequencies are set to 1050/5000, all tests show that they are actually set to default 860/4800:

did you read my post carefully? my videocard WAS OVERCLOCKED before I've reinstalled windows. frequencies were 1050/5000. and yes, I have custom built PC.

P.S. one interesting observation - if I'm testing my videocard right after windows reboot - everything is OK, but several minutes later - it resets to defaults.
