If the videos you downloaded onto the hard drive is lagging, then the issue is not your internet, but is more likely a driver issue. You should install the latest video drivers.

It could also be a codec issue so for streaming videos be sure to update to the most recent Adobe Flash drivers.

Lastly, for your downloaded videos try playing them with Media Player Classic - Home Cinema, it should have all the video codecs to allow you to playback most (if not all video formats). It's my standard video player for the past several years. The only times it failed to play back videos is when the video file itself was corrupted.
