Possible memory problem (PC turns on/off repeatedly + other issues)

So I have been having issues with my gaming rig freezing for about 10 seconds at a time usually with looping sound. Also it has been crashing lately to the blue screen. Its a good PC and new and I am not even overworking it so I decided to do a clean install. I have clean installed it multiple times before so I didn't think there would be an issue. The problem was I kept getting the error that it couldn't expand the files it would give me the error message at 0 percent. I tried reburning the disk, I tried a USB, they all did the same.

I read on here someone suggesting to just use one stick of ram if you are using two. I had the sticks in slot 2 and slot 4 so I took out the slot 4 and tried it again, same thing. I then tried to move it to slot 1 instead. I kept swapping them both out between slot 1 and 2 I lost track. I think at this point is when it when it would turn on for about 15 seconds or so, nothing on monitor, then it would turn off and then turn back on, doing the same thing.

I tried to reset the bios by pressing it and also by holding it down. I tried the same with the on/off button on the motherboard.

I really don't have a clue what to do at this point. Any suggestions would be appreciated. The motherboard is a Z77A-GD65 Gaming.I am using 2 8 gb ram sticks by Corsair.

I also tried booting it up with no sticks in and the same occured.

with your intel cpu you have a onboard video chipset try to remove the gpu and see what happens .

Could I just pull out the whole video card? Is that what you mean?

Well I removed video card and it still keeps turning on and off

Might try removing DRAM and GPU, reset CMOS, install a single stick of DRAM in slot 1 firmly (let the clips lock themselves into place, monitor cable to the on board video port and give it a try, might have overly tight DRAM sockets

No luck with that either unfortunately.

Might go to the command prompt as Administrator and run CHKDSK /R to check the hard drive for errors and repair them if any - HD may be going

I can't get to command prompt I cant even get to the bios it turns off and on every 10 seconds. I use an SSD and I have no other computer I can put it in to check it. But how would the hard drive prevent it from turning on properly? That doesn't make sense to me.

This could be power related.
What psu do you have?

since this is a full modular i would check if all the cable you use are well clip in the psu and on the other part of the system ,try to use the hdd on another system and do the same with memory .
