Today I went into the local microcenter and purchased an Asrock 980de3 / u3s3, amd fx-8350 and pny gtx650TI. When I went home to install it I get no power when I turn it on. My power supply fan attempts to turn on but fails. I hear no sounds and only get a light from the front of the case. My friend has the same setup with less wattage from the power supply and it works fine. What did I do wrong?

I have also noticed that RAM incorrectly inserted (not fully seated) or if bad can also make the computer not boot. The fan on the PSU starts, power flickers, and then the computer either loops in reboot series or just shuts down.

Otherwise I would lean towards not having the power connectors all connected. I have a B75 socket 1155 board and it did similar to what you describe - I left the 4 pin plug unseated on the motherboard.

I am currently on my old setup. I installed all the parts earlier (correctly to my knowledge) and received no power when attempting to boot.

I'd check your power connections to the board perhaps. Maybe do a once around to make sure everything's where it should be (Switches all in the correct positions, etc). If it still won't boot up, you might try swapping in your old MoBo (provided it's AM3+ compatible) and see where that gets you.
