If i were to run two 7790 graphics cards, how many watts would I need in my power supply?

Have you purchased those GPU yet? If not, I would like to acquire your budget and suggest a different GPU.

245 watts for both cards under full stress counting the rest of the system with a tdp of 163. The requirement would 600w power supply.

Currently i have a 585 watt power supply i am not sure that it will cut it, but i haven't bought the gpu yet. I am probably setting a budget of $290 including the purchase of a new motherboard with 2 pci express slots, and the gpu. So the extra money for the power supply would probably be around $60.

What is the exact model of your PSU? Or post a picture of its label if you can't figure out the model.
What processor are you using? I can suggest a motherboard to go with it.

I might end up suggesting a new GPU instead of CF depending on the left over budget, cuz new GPU gives you less problem and more optimization for newer games, might even perform better than that CF.
