Stuttering GPU Fan Noise

I've been getting this weird noise from my right GPU fan, I know it's from that fan because I've stopped it from spinning and let it spin again, and the sound continued when I let go of it. Here's a video of the sound, it's pretty hard to hear but if you listen closely you can hear a stuttering noise coming from it, as well as a buzzing sound, though I've read that is normal on some Nvidia cards.

I'd like to know if this is normal, because the noise is very clear even with headphones on, it's pretty bothersome. I've tried to update the drivers but it didn't do much, the noise still came back.

The card is an Nvidia gtx 780.

I can tell you right now, using my own 780, that there should be no buzzing noise. Period. It may be coil whine. Either way, you should check to see if the heatsink or fan is bent and coming into contact with something it shouldn't. I'd just RMA the card.
