No Signal on Boot with 7970

My PC Specs:
Intel i5-3570k
ASROCK Z68 EXTREME3 GEN3 Motherboard
2x4GB G-Skill Ares DDR3-1600
2x4GB G-Skill Ripjaws DDR3-1600
ATI Gigabyte HD7970 3GB(card i want working)
PNY 250 GTS 1GB(temp card)
Xion 800W PSU
Windows 7 Home Premium 64bit

When I boot up, everything is okay until after the "starting windows" screen. My monitors go black and say "no signal". I have occasionally gotten past this stage, but the computer always ends in a freeze. When it freezes, the monitors will have random solid colors(orange, white, or blue) and there is audio looping if audio was playing. My first instinct tells me video card related. I tried new drivers and it did not help. I am limited to extra compatible parts and or PC's laying around the house for testing, so I sent my 7970 into Gigabyte and received a new one. Same problem still occurs. Through all of this, I have been using an old Nvidia 250 GTS which has created no issues for me. I began to think it may be something with the power supply, since the power consumption between the two is a big difference. I tried a different PSU and still have the same issues. Before I start purchasing parts, I wanted to consult the knowledgeable community on the internet. The only way I know to diagnose is by testing parts to make sure they work. Can anyone give me advice on what to try next or even some possible theories of what could be creating this problem. If you need more information, I can provide upon request. Thank you in advance.
 
Solution
To rule out the RAM, did you test each module individually or each kit separately? Don't forget to enable XMP since the RAM is above standard.

Let us know how it goes and we will do our best to help troubleshoot the problem. Computers can be quite tricky.

I plan on going to a friends house to try the video card. It is a busy week before spring break, so this weekend I will be able to travel (one hour) to try and rule out 7970. I'll update this weekend.

Thanks, I will try it this weekend. I had not considered the RAM, since all my previous RAM problems created vastly different results than the ones I have now.
