Upgrading CPU for online game?

My son plays games mostly online World of Warcraft. He tells me that he needs a new CPU to make the system run faster while online playing with several people (25 man raids).
His current setup is:
Motherboard GA EP45-DS3R
CPU E8400 3.00 Ghz
Memory 4 gigs of ram
Graphics card ATI 4600 graphics adapter.
Power Supply Corsair TX750W

I’m happy with the graphics card and power supply but I’m willing to replace the other items if it will help. My budget is $300- $375 price range. (I’d prefer $300 but will kick in an extra $75 if is a noticeable enhancement.)
Anybody have any suggestions on what MB/CPU/Memory combo will this improve is game play and I’m assuming I’ll need to get 8GB of ram.

Also will this improve his game play? I’d hate to spend the money on the above only to find out that something else needs to be replaced.

As you didn't mention the brand and type of ram you'll need to buy a set of 2 x 4 8 GB ram and throw out the old ram. It's a very good start up build. I use the CPU, MB and ram in my own build and it's very good. i get good fps on very demanding games on ultra in 1080 p. Although you won't get a gigantic spike you'll get a good spike as the gpu is quite outdated.
