ASrock 980DE3/U3S3 Ram issue

I have a ASRock 980DE3/U3S3 Mobo and i just installed Kingston Hyper X http://www.amazon.com/Kingston-Modules-1600MHz-KHX1600C9D3P1K2-4G/dp/B004Y4X3MA/ref=sr_1_1?s=electronics&ie=UTF8&qid=1394494083&sr=1-1&keywords=Kingston+KHX1600C9D3P1K2%2F4G. when i run CPU-Z it only shows up as 430.0 MHZ when i check bios there is not an option for 1600. I don't know how to fix it.
 
The memory clock can be set to one of the standard
values as listed: [400MHz DDR3_800], [533MHz DDR3_1066],
[667MHz DDR3_1333] and [800MHz DDR3_1600].

Set the first three numbers in DRAM Frequency starting with CAS Latency (CL).

DDR3-1600 CL9-9-9 @1.5V
• DDR3-1333 CL8-8-8 @1.5V
• DDR3-1066 CL6-6-6 @1.5V

I set the latency and the only clock options are Auto,430MHz, 573MHZ, 716MHZ, 860MHZ and 1003 MHZ. When I tried 860 and League woudn't load into game. It worked fine at auto.

I'm Jewel with Kingston Technology and would like to offer some assistance. By all accounts the memory, motherboard, and your CPU should be able to work together to achieve 1600MHz based on all specifications. I did find one note in your motherboard's manual that might do the trick "If you adopt DDR3 1866/1600 memory modules on this motherboard, it is recommended to install them on DDR3_A2 and DDR3_B2 slots." This is located on page 16 of the manual where it describes dual channel memory configurations, manual can be found here: ftp://66.226.78.21/manual/980DE3U3S3.pdf . I would highly recommend making sure the memory is plugged into those slots and then checking to see what happens. If they already are or you try it and it makes no difference give us a call and we can troubleshoot further to figure out what may be causing the issue. I tried that and the auto settings and it was the same. I tried the settings and could get 2,048 MB Kingston DDR3 @ 800 MHz. I didn't try 1033MHZ last time i did it was not stable.

Hello,
Unfortunately the mobo is total wreckage I use the same and I will help you getting what you want ,but even when everything seems ok you wont be happy at the end.
First you need to upgrade bios to the last version 980De3/u3s3 with older bios does not recognize the memory as it is and will drop the rates for sure, when you are done you can insert memory in any slot it will be read as it must be.
Don't try to overclock your CPU I presume you are using FX series , if you clock it you will get a lot of ram issues , you just need to up bios , but still it wont be good, if you want to play heavy games change the mobo for sure, it does not fit well with FX series , I am not sure if it fits well with anything but nvm , hope you fix it .
