Looking for Ethernet plug or device (self-contained within an RJ45?) that will cause activity LED's to blink on unused switch ports.

Just loop one port to another on your router. That will light up the lights. If you are looking for a test device you can get some Progresive Toners that will light up the lights or if you want to go all out a Fluke Tester...

I personally don't have the money for a Fluke but they are a dream to work with.

Yes but I need led's to flash randomly as if activity present on each.
