Why is my internet so slow?

Hello, I just built a brand new computer from scratch, and the internet on it is 10 times slower than what it should be. It is hooked up via ethernet cord, and at the moment it is the only device on the network. What could be causing the incredibly slow internet speed? (When I say slow, I mean 10-100 KB/s)
 
Solution
I fixed the issue. I just had to move the router. I won't be able to use ethernet, but I can just go to the store some time and get a wireless card. Thanks for the help though!

Well, I typed that in just like you said, but it didn't work with the -n25 attached. I removed that though, and it said that I sent 4 packets and received 4 packets and 0 were lost. I have no idea what that means, but I don't think its the problem.

"-n25" you need a space "-n 25". It send 25 pings.

It might be a virus issue. With no internet programs open go to the terminal again this time when you enter the CMD do not press enter but find the CMD at the top of the list and right click it and chose "Run as Administrator". When the terminal opens do a

NETSTAT -b

See what programs have ports open to the internet. It should be a small list like...

If your list is huge you may have spyware.
