The corsair cx 430 is not recommended at all. Get a GOOD, SOLID, 80 plus bronze PSU with at least 500 watts. Good ones include Seasonic and xfx.
For this kind of build the CX series is perfect. The CX series is a good brand. It's not great, and isn't recommended for overclocking or high stress, but this build won't be high stress. His entire system will pull a max of 250w TOPS, but will probably be closer to 225w or so at full load. That is definitely not a stressful load at all.
And for a 660, the Pentium won't bottleneck it in terms of not allowing it to run at full power. However, in CPU intensive games, you will see decreased performance. For games that are more GPU-bound, you will see just fine performance out of the 660
