clean it before you do anything and see if thefan is hitting the case (could be bad bearings) if not check if you have a warranty and see what they will do. hop on ebay and look for a replacement fan then if all else fails go aftermarket, and depending what type of aftermarket cooling you get will tell what type of thermal paste you need

nope , the fan is already upside down (it pulls the air away) should be a small gap between he fan and the little 3 bar plastic plate holding it, just a little oil in there and spin the fan a little to see if you feel a little less resistence

ok i found out it is my fan, i took out my gpu and took it apart plugged it in with out the case around the gpu and the fan seemed to have trouble starting and was going very slow so should a buy that fan i found on ebay or get an aftermarket cooler. i also took the case off my gpu and now my gpu temperature is 38c idle

you can spend 30 dollars on the replacement, or spend ~10-20 more for a aftermarket cooler, or try to leave it the way it is, or try to do a little something aftermarket by making a bracket and installing a 80mm case fan or something, its up to you on how you want to tackle it.

honestly if you buy the little adapter plate for the 7950s (the chip is set at a 45 degree angle and the plate surrounding it is raised) you can use pretty much any gpu cooler, if not youd be looking at a 80 dollar artic acellero
