i am buying/building new computer so i am buying parts at pc part picker

my rig and i amd having one problem

Couple of months ago, this problem was not registered on Pcpartpicker. I believe that all motherboards produced 2013-2014 comes with the newer bios that supports AM3+ Vishera. If it doesn't, it is not a big problem, just simply go to the motherboard's manufacturers web site, and there will be the new bios update.
Your build looks pretty much spot on, although i wouldn't use Caviar Green as a drive for OS, it is better for storage only.

so i should buy SSD for windows for installing OS in it but there is listed that BIOS flashing is potentially risky, if you do not encounter problems using the current version of BIOS, it is recommended that you not flash the BIOS. To flash the BIOS, do it with caution. Inadequate BIOS flashing may result in system malfunction and it will need factory repair so is BIOS flashing risky or easy

You can get Hybrid Drives, they have the storage of regular HDD and the speed of SSD. Seagate 1TB hybrid drive is 80$ i think, plus you have 8GB SSD cache. It will run much faster than regular HDD, but still not at the level of SSD.

Turbo Ucc and other applications also are added in the latest bios, no need for 2012 bios.
