Building a new budget rig using a few old parts

RAM : Crucial Ballistix Sport VLP 8GB DDR3 1600MHz

Are all these components compatible?

no this really isnt ok for even low setting gaming, i very much doubt you will reach even 20fps with that setup, depending on resolution perhaps.

personally if on an extreme budget i would take the ram, psu, and hard disk, and get out of there.

pair the ram psu and hard disk with a new cheap motherboard and cheap amd cpu + gpu. such as:

cpu - 3.6ghz quad core - amd a8 5600k

if you have extra budget get a r7 260x, if not the parts above will allow low fps gaming on new games etc.
 
The parts are compatible and better than the core2duo setup. But about the gaming I'm not sure.
The main problem here is the video - it is quite old.
If you find a way to add a new relatively video like 7750 DDR5 the machine will 100% be able to play even modern games @ 768p with lowered details.
