I live in an area where there are 2 places that offer free wi-fi. The distance from my house to them are approximately 1.5 miles, if you could walk in a straight path. However, they are not showing up as a choice in my wireless network list. Is this because I am too far, or could it be that my OS, Windows 7 64bit, is not setup correctly to find public hotspots?

1.5mi is no chance. You usually won't get a signal beyond ~200m without a decent antenna.
I suggest you get an ISP, rather than grabbing free WiFi.
