First Build-PC won't boot

Hi,
I am completely new to building PC's and have just put together my first one.

It did not boot when I turned it on so I unplugged all the components leaving only the PSU, the motherboard, the ram and the CPU connected.

I am using the Antec HCG 520m, Maximus VI Gene, i5-4670k and the ram is G Skill Trident X 2x4GB 2400mhz

When I turn it on the start button lights up. When I press it, the Q code display's 00 the numbers then go up to 15 and then 21 and then up to 4something and to 00 quickly then the lights turn off. this takes about 5 seconds and the cpu fan tries to start a couple of times during this.
It then displays nothing and cpu fan does nothing for 5 seconds and then it starts again as if I pressed start.

Any help would be greatly appreciated,

Sorry if that sounds simple. I've seen that happen before and it does exactly what you said, restarts constantly. Take out one stick of RAM leaving only 1 in the machine. Test again. If fails, switch out the RAM sticks. Test again. If fails, take RAM out of a known good computer and test. If fails, then swap out the PSU with a known good one. If fails, your CPU or mobo are bad and its a little difficult to tell which it is. Do you have a BIOS speaker? Most mobos come with one. Plug it into your board and see if it beeps.

I've done this a couple of times now with no change.
