Keeping programs after refreshing

My computer has been randomly freezing up a lot lately, & after a lot of failed attempts to fix it, I want to try refreshing the installation. However, I'd like to keep all my installed programs, specifically my steam & origin games, since I have a terrible download speed. If I were to move my program files & program files(x86) folders into My Users folder, would they be kept after refreshing?

Also, I'm currently running 8.1 from the app store update from 8. Assuming I have to update again, where will all my old files be?

If you're talking about installing the Operating System again and keeping your files? If so then No you can't keep your files upon re-installing the same version of Windows unless you make a backup. What I can suggest is you trying to restore to an earlier date on your computer via the System Restore tool located on every default Windows Operating System.

I'm referring to the refresh function in windows 8, is that what you're talking about?

You said you wanted to try to refresh the installation of Windows without loosing any data, which means you'd have to re-install Windows to do a "refresh" of Windows, but you can try the system restore to go back to earlier dates to when your PC ran optimal, so in the long run to answer your question about completely re-freshing windows without loosing any files it's No.

But according to the Microsoft page (http://windows.microsoft.com/en-gb/windows-8/restore-refresh-reset-pc), refreshing deletes programs & keeps personal files. I just wanted to know if you can trick it by moving program files into the personal files folder.

That wont work, the registry files still know it as a "Program".
