So yeah, i'm pretty much beginner also, so don't take these tips too seriously, but these are the things i personally like to keep in mind while building a computer.

-Always double check compatibility of the parts. (motherboard, cpu, gpu, etc etc.)
-If you're a budget builder, always have the quality parts. If something is "too cheap" then its usually breaks down easily.
-If you're not sure what to buy, ask the community, there's a lot of experts that can help you and know what to do.
-Always have in mind how you're going to use your parts, If you're going to use your computer to for example facebook and some web searching, you don't need the high end parts. If you're a gamer, its good to know what kind of performance your games require.
-Keep sure that your parts fit in your case.
-Always make sure that your computer doesn't overheat. Cooling is pretty important.
-For budget building, use Linux or OS that you already have, buying an OS with computer is going to cost you a lot, and usually doesn't fit in your budget.
-Buying an pre-assembled computer is always a good option, specially if you're not familiar with the computer assembling. (i recommend site that lets you pick your parts and sends the computer ready to use)

Here's where i ran out of tips :D If you have your own tips to add on the list, or you find something strange from my list, or if you just want to say this was helpful, post me an answer :)
