Personally, I always recommend a fresh install on a new SSD.
But if you're careful, cloning can be an option. Just reading threads here, though, it occasionally goes sideways.

As far as I remember Ghost can clone a system disk while the system is running...
Normally I wouldn't recommend that, but since I had done that a few times...

Macrium will as well. Most cloning utilities that call themselves programs will clone while running. All of the reviews I have found placed Marcium at the top of the list.
Depends on how many program you have, I agreed with USAFRet that fresh install on SSD is recommend. If too many programs is installed and time is not an option then go for imaging. Also, CloneZilla is a very good open-source software you can use.
