League is not a very demanding game. If you want it to be the most cost effective I would go with an APU.

Agreed, I'm running it at around 60fps with a 9800GTX+ and a crappy a6 5400k at max settings. I don't stream, but I imagine having a quad core would help. Also I feel it would be better to get a dual core cpu and strong graphics card because you can get more bang for your buck.
