Somebody Please Help I'm So Confused???

Ok, so I built a new computer last weekend, and hooked it up with ethernet and the internet was really slow. I tried a different cord, and that didn't work either. When the computer is off, the speed goes back to normal for all the other devices (laptop, other desktop). Here's where it gets weird. If I unplug the ethernet from the new desktop and turn it on, the whole house experiences slow internet. Once the desktop turns off, internet goes back to normal. It apparently has nothing to do with the ethernet, but the computer itself! The new desktop sits right next to the router, but they are plugged into different wall outlets. What could possibly be causing this? Any and all help is appreciated!

Edit: Also, this computer is the only device hooked up via ethernet, in case that helps. All other devices have wireless.
 
Did you get the latest drivers off the MoBo makers support site? Did you update the MoBo BIOS to the latest from the same site?

What is running on startup in the machine? Have you fully ran all the windows updates?

What AV suite are you running?

What OS are you running?

Have you tried it in Safe Mode w/ networking?

Your new computer feels special and privileged, it feels like it deserves aaallllll the bandwidth. Teach it a lesson and put it in it's place.

But honestly That's really odd, have you asked your ISP yet?

Yes, I have the lates drivers for the mobo. No, I haven't updated the BIOS. Do I need to? The computer is brand new so very little programs are running on startup. I think I have ran all updates, but I will check again. Im using Avast Anti Virus (free version) and my OS is Wndows 7 Ultimate. No I have not tried it in safe mode but I will give that a shot.

I can't support this answer with anything more than base knowledge and conjecture, but is it possible that everything in that area is on the same circuit in the dwelling. If that electric circuit is overloaded, you are potentially having your own micro-brownout. Everything is powered, but not enough to function to full capacity.

Once again...guessing. But if this was the case, I would *think* that your primary ISP signal box would have to be powered by an outlet on this circuit.

I guess a simple check would be to plug your ISP box into an extension cord and run it to a very distant electric outlet in the house. Or the computer, if there is some weird problem with maxing out the breaker this might help isolate if this could be a problem.
