Desktop PC can't boot the first time

After POST, the screen goes blank with a blinking cursor. I have to ctrl-alt-del multiple times before Windows 7 will start. Once it started, it works fine. What could be the problem?

It used to work ok. I didn't use it for a while (a few months) and it started having this problem. After doing ctrl-alt-del a few times, it eventually can boot. The HD is relatively new (6 months old, rarely used). I don't think this is boot order related.
