i5-4670 non k* bottleneck a msi gtx 760 2gb?

Im building a First ever desktop,I've had laptops for most of my life and im starting to like desktops,But im not 100% sure if my choice will bottle neck my soon to be gtx 760.

Im not sure how to over clock/or sure if its even worth it (in terms of price and perfomence) all i plan on doing is playing titan fall and bf4 and csgo

Not even close to a bottleneck. You have an excess of headroom on that combo.
I would recommend getting the K model and overclocking later on. I had no intent to OC but now im running at 4.11GHz. It dosent draw much more power, and only produces heat for performance.

ive reached the top of my budget already,Not including better cpu fan, better MB,more case fans

If you've reached your budget already, perhaps you're spending money in the wrong areas. The price difference between the 4570 and 4670 is not quite as big as it was a few days ago, but the i5 4440 is $33 cheaper than the 4670 and would be plenty strong enough for any single video card.
