Random BSODs, Windows not making crash dumps

Hi all. Recently, I have been having sporadic blue screens on Windows 7. I've been unable to discern what the issue is. It generally happens when there is a big change on my display, for example, I have been getting repeated blue screens when opening a game in full screen. Here is a picture of the blue screen: http://i.imgur.com/ueqbEwn.jpg

I have ran memtest, along with chkdsk with no errors, which leads me to believe hardware issues relating to my RAM or HDD is not the case, although I won't deny it's still a possibility. I was also having this issue with an older GPU and PSU, and I continued to have it after I replaced them with newer models, so that excludes them for me as well. Most people I've asked for help need a crash .dmp file, however, for whatever reason, I am never able to produce one. I realize it's very difficult to figure out what the issue is without a crash dump, so I have been pulling my hair out trying to figure this out. I would GREATLY appreciate ANY help, whether it be with successfully attempting to get Windows to produce a crash dump or to single out what the issue might be that is causing these blue screens. I will provide any more information about my PC if requested. Thank you.

Yes, I wiped all the drivers from my previous GPU before installing this one, and I am up to date on my drivers.

Nope, the same thing has happened across a few games, and sometimes randomly without a game, such as just switching a tab in chrome or something.
