Computer is messed up at startup?

I woke up this morning, my computer ran fine as usual, but when I got home from class, my computer was messed up, and I can't seem to figure out how to fix it.

Firstly, I'll explain my problem. My taskbar (which was a dark red) is now blue, as well as the borders of all my windows open in Windows Explorer. My other issue (unsure if they're connected or not) is that I get a "503 Service Unavailable" message randomly on random websites without any correlation to why.

I searched the interwebz for a while and figured out my first issue might be Windows Aero not working properly, I ran a diagnostic on Aero and it said my video card does not support Aero or doesn't meet the minimum requirements to run Aero. I haven't made ANY changes to my hardware in the past number of months (too long to even matter). I still have no idea what the problem with the "503 Service Unavailable" message is.

So far to fix the taskbar/Aero issue, I've tried to update my GPU drivers (Radeon HD 6700 Series) and it didn't do anything. I've also tried to restart my computer, didn't help at all. I've done the right click on desktop and click Personalize to check if my theme is working, and it is.

The only thing I could think of is before I left for class, I downloaded the game Banished (which by the way, is FUN. AS. HELL) and played for about an hour. The issues didn't occur until my computer was woken from sleep mode after class (roughly 2 hours later).

I'm honestly out of ideas on both problems, any help would be sweet!
