Does processor and/or the motherboard affect the graphics card?

I am going to buy a good graphics card for my PC, haven't decided, if you could recommend for my pc it would be good. I have an intel hd 2000 and i3 3.1ghz processor and a dh61ww mobo.

Your processor looks like it would be a bottleneck. Based on your board and the fact your CPU uses intel 2000, it sounds fairly old. This would most likely reduce your overall performance. For a decent graphics card, I'd recommend at least a, i5. I'd suggest at least a i5 3350p for use with a good graphics card to avoid future bottlenecks.
