Help for 1st time builder looking to upgrade

Hey all, I've been browsing around this site for quite some time, and after 2 poor experiences with pre-built systems the past month, I think I am going to take the plunge.

Approximate Purchase Date: 1 Month

Budget Range: $600 (give or take $50)

System Usage from Most to Least Important: Photo editing, gaming, general use

Are you buying a monitor: No

Do you need to buy OS: Yes, I'd like windows 8 (I am that 1 guy who likes it)

Overclocking: Doubtful

SLI or Crossfire: really no clue :-/

Your Monitor Resolution: 2 x 1980 x 1080

Additional Comments: Lightroom, Photoshop CC. Games: Sim City, Civ V. The 2 prebuilt systems I bought were LOUD. I spend a lot of time on my PC so the noise was driving me mad.

And Most Importantly, Why Are You Upgrading: The Dell XPS MT 435 I bought in 2009 is still running ok, no crashes, etc. But I know it is getting to the point I need to replace it. I was hoping I could find a nice pre-built system, but it seems like I am going to do it on my own. I am not completely helpless when it comes to computers, and I do worry about putting it all together, but I do believe this is something I could do. Thanks in advance for your help.

This build assumes that gaming is second in line to editing. This build will be great for editing and will still play modern games at 1080p at medium settings comfortably at 60fps. Just an option.

Thanks so much! Photo editing is #1 for sure. Hard to guess I am sure, but how would the noise be on this system? That was my biggest issue (among many others) with the 2 pre built systems I bought.
 
It will be fine. The GPU fan will not be loud and the case has one 1 fan. You might consider adding a second fan to the case at the front for better air flow, but it is not really necessary as this GPU will not run very hot as it is not super powerful. The CPU fan will be loudest for sure, and can be replaced with something like a Coolermaster hyper 212 EVO which will be alot less noisy and cool better.

I'd probably skip the optical drive, and re-use the lightscribe drive from my current computer. Probably be worth it to buy the fan if i'm worried about the noise. I also have a 1tb Westen Digital caviar black I bought last year I could format and re-use as well, good idea? Bad Idea? I am currently using it as a backup for my photos, but with USB 3.0, I was hoping to buy a new external HD and use it for backups instead.

The mother board reviews are a tad sketchy on Newegg, any experience with it? Sorry about all the questions... the help / advice is much appreciated. Anything you would consider stretching the budget for?
