How is it, that your internet for webpage browsing can be okay, but video streaming is choppy?

First off, sorry if this is the wrong place to put this thread.

The reason I ask is because my internet is fine, and I am using some program to monitor my upload and download speed so I have visibility on my throughput. But when I play videos on sites like Youtube, or Animeseed sometimes the video is choppy, as in it pauses every now and then to buffer.

Some explnation please? I only have a working knowledge with computers, but I didn't like go to college for it, so I can understand the stuff, just don't use too much jargon. Thanks.

Streaming takes much higher bandwidth than normal web browsing. Video requires much more throughput than webpages.

Think of a webpage as one frame or picture. Now compare that to video which is approx. 30 frames per SECOND. This is a little simplistic but you get the idea.
