CoolerMaster Elite 460W PSU Making Griding Noise.

Ever since yesterday, my computer has been making a grinding noise when under load and occasionally at random times. The PSU is a CoolerMaster Elite 460W. I know it's coming from the PSU cause the sound continued even when I unplugged the CPU fan and my other case fan. It's been around 2 years since I got this PSU. I know it isn't the "best". Is there a away I can fix this without opening the PSU itself?

That PSU is an example of consumer fraud: http://www.hardwaresecrets.com/article/Cooler-Master-Elite-Power-460-W-Power-Supply-Review/1005/9 and one reason why I continue to recommend against products of this company (there are generally other reasons as well, such as being bang/buck Losers vs. competitors). Given that it was, at best, a 420W PSU when new, after two years, capacitor aging has no doubt reduced it further.
The only way to fix this is to buy an actual PSU, such as anything built by Seasonic (their own, XFX, some Antec), or one of the Rosewill Capstone or Hive units. On a budget, the Antec VP-450 would be good too.

Okay so I should get a new PSU? I'm a bit confused about the size of PSU's like Micro ATX or ATX. I'm not sure what mine is.

Antec VP-450w is my go to low budget unit. If you want some more power the Seasonic XFX units (which is all units sold by XFX now) are good. The Seasonic X series comes next and is the top of the line PSU on the market right now, nothing comes close to it's efficiency low power ripple, and solid output. Plus you can set the fan on them to stay turned off until it needs it, which is when they approach full load.
