What should I upgrade first?

What will make the most visible difference, short term, is the graphics card; BUT, what you need to upgrade first is the PSU. The Corsair "CX" line is made with some inferior Samxon capacitors that do not like heat, do not age well, and are known for early failure. I'd recommend something like this 550W Seasonic "G" series: http://www.newegg.com/Product/Product.aspx?Item=N82E16817151119
After that, depending on how much [more] you want to spend, a GTX760 would be a nice upgrade. Anything stronger would likely be held back by your platform (your mobo is old tech with a modern socket tacked onto it; I wouldn't say it's bad, but it is a limitation).

-I would definitely get better Motherboard with at least 970 chipset
-Get better PSU. It will allow more powerful GPUs to be used in the future
-And of course better GPU, but that depends how much are you willing to spend.

Thanks for all the quick answers this was a budget pc build and now looking back the mobo and psu are pretty cheap. I will most likely upgrade the psu and mobo first then gpu if you guys would recommend them I would be set. I do want the 760 ti. Maybe sli it down the road so a good mobo would be nice. Looking to upgrade in 4-6 months.

If you haven't replaced the PSU, a GTX750Ti would be a good choice. It's somewhat more powerful than what you have, and will not put any heat-causing stress on your PSU. Long term though, it isn't a great choice, especially if you're interested in SLI. While I believe a GXT660 would run on your current PSU, I would not expect your PSU to last any more than a year or two under that load.
If you have upgraded your PSU, then a GTX760 would be a good choice.
