Custom Built PC won't connect to monitor + fans are working

I decided to build my own computer, after I was done with the build, I plugged in my VGA cable, I pressed the power button, my 8 fans out of 9 worked, the only fan that didn't work was my 240mm fan built into the case. And there was no LED light anywhere, it made a loud noise at the beginning and a while later it became quiet, all the fans were still running except for the 240mm one. I looked at my motherboard and it was showing bright red letters and numbers such as "F4" "99" etc. it also said "No signal detected" on my screen, I might have plugged the LED light in wrong but the rest I don't know anything about.
+ I found out later on that I had to place in 7 standoffs and I only screwed in 6, might this be one of the problems?
