will I bet able to play all games on max settings?

I have a
amd phenom II x4 940 be oc to 3.5
8gb ddr 2
Vx 450 corsair
Sapphire 7850 2gb oc

How will this system handle most modern games on max settings at 1080p ?

You could most likely max out BF4 at 1080p on that card but no antialiasing, maybe AC3 (don't own it) but if it's anything like AC4 (very taxing on my 760) medium/high no AA would probably work well titan likely it's specs are really low and it reflects from the BETA benchmarks, COD Ghosts most definately all of those games should be fine staying above 30fps I would try to OC your...

Short answer no assuming it's not overclocked if you are willing to overclock the GPU maybe
 
Serious answers, for like BF4, AC3 and so on, sorry your system would be ground to a near halt with "max settings at 1080p". Your CPU is unable to handle it and your running very slower low end DDR2. With a system that OLD (2009! five years ago) you should replace the whole thing, be more cost effective, then swap the PSU and GPU into the new system.

 
Your system will not "max" current games. However, considering how good even "medium" looks in modern games, you should still be able to enjoy them, likely on a mix of medium-high settings.
Tom raises a good point; money spent on a PSU/Graphics card upgrade won't be wasted, because you will be able to move those parts into a new rig when you upgrade the rest of it.
