I can't install windows 8.1 on my new Samsung 840 EVO 250 GB

I have a Dell Optiplex GX620 and I just installed a new Samsung 840 EVO 250 GB SSD drive. When I boot the system it begins to load from the Windows 8.1 DVD, displays the logo on the screen for a few minutes, then displays some error message briefly and reboots. I have no other drives just the dvd and the sad, I have removed all but one 2gb stick of memory, pulled the add on video card, and reset the bios (which is the latest A11) to defaults. The bios sees the drive. Nothing seems to work. Any ideas?

The bios doesn't really state that as an option but I have read that the Normal option is just that. The other option is Combination which is for compatibility with older OSes.

I have found that this is not isolated to using the SSD drive. It happens with any regular hard drive as well. I was also able to capture the error message with my iPhone. It is: Your PC needs to restart. Please hold the power button. Error code : 0x000000C4

Yes and it passes the tests for SSE2 and Execute Disable Bit using the Intel Processor Identification Utility. So what gives? Why won't it install?
 


I really don't know, I've just read on the Microsoft forum and one guy had system similar to yours and people from Microsoft said that his CPU doesn't support that feature to install Win 8.1.
