Best performing laptops under $400?

I am looking for a laptop that performs the best that are close to to the $400 range, preferably new, but I am not looking for anything special, the only thing I ask is for a quad core 2.0GHz processor, 4GB of RAM, and a 500GB HDD.

I am also open to building a desktop if that is possible for $400. Same requirements would be very nice.

it'll have to be a desktop config for that sort of processor; else $400 won't make it.

I saw that laptop; it'll do the job, but i think it's max clock is like 1.9; I don't see the need for that benchmark, but yeah it'll do fine for what you want.
