HD 7990 low gpu usage in intensive cpu games

low gpu usage and low fps, cpu usage always between 50 - 60% in cpu intensive games like ac 4 crysis 3 tomb raider only when i change, environment, level of details , objects on high
I play games on 1080p,max setting , win 8.1, amd drivers up to date bios also up to date
My system
core i7 3770 3.9ghz
HD 7990
RAM 8 gb
hdd 1tb
PSU corsair hx 850
Plz help me to fix my problem

yeah i disable it same issue , gpu and cpu temp normal , i tried everything i have a expensive pc and it can ran games above 30 fps in open areas during gaming

do u think the ram cause these issues i have 8 gb one stick

yea that may be it a single channel setup would bottleneck the information flow. much better to get a 2x4gb setup or another 8gb exactly like the one you have. if you just throw another 8gb stick in your setup the timings may not match up and could cause system instability
