Computer Boots to Black Screen with Blinking Cursor

OK so the computer ran fine for 4 years. I have bought a completely new one which runs perfectly fine. The old one I wanted to hand over to my partner so I reformatted the HDD, changed the PSU from a 900w to 600 W (900w is in the new PC) and replaced an already broken for 3 years DVD drive.

Everything else in the PC is the same. I did remove everything so as to clean the dust etc (did not remove the Processor).

Now when I boot it goes right to the motherboard selection screen with several options and does not leave this screen.

TAB, F9 and F12 just go to the black screen with annoying blinking cursor

F1 Goes to a bios looking screen with the HDD on

DEL works perfectly fine and I can play with the setting to my hearts content

After several reboots and unplugging sata cables and changing them F12 worked and I was able to install windows 7 64bit. Everything worked and I thought the problem strangely solved. The next day however and its back to the black screen and F12 does not work as it hadn't the first six time the day before.

I have retried it with the old 900W PSU, I have tried it with my brand new HDD, I have tried it with the other brand new DVD drive and I have tried the old HDD in my new PC which worked and booted to W7.

I don't have spare motherboard, processor (new one is Intel) or any RAM to test. The RAM I rule out as I find it hard to believe all four RAM sticks are broken. The processor I also rule out as I did not remove it when cleaning (I have since to make sure it wasn't broken which is was not). I also rule out the GFX card as with or with out it does the same thing.

I have a feeling its the motherboard yet I can't see why. I was as always very careful with removing to clean and also if it was bust then would it let me go in the Bios? The part that confuses me most is that it did let me boot from CD once to install and now it wont.

Can anyone help me solve this problem?
