Building a mid-range PC

Hi, I'm new to building computers. I was wondering if anybody could give me an example of a good $650-700 build. I want a decent GPU that can run most games on high settings at 60 FPS. I'm trying to get the best build for my money and I don't really know where to start. Also, tell me if I have to make my budget bigger if I want to get 60 FPS on high settings.

P.S. If you could do it on pcpartpicker.com and give me the link of the build that would be awesome! (I already have a monitor, a keyboard, and a mouse).
