your psu should be fine for this gpu
even on nvidias site it says that gpu only requires a 450w psu

I can only get a card on NewEgg, etc so I can't get that as they are all sold out and this was my budget max.

then there isnt much else you can do, also the 660 is well fast enough for most games, and if you do desire more performance, just overclock it

the relative performance of a 270x is around 10% better than a 660 and gets 5-8 more fps than a 660 in most games
