If those are your only two choices then it should be the Corsair CX430 since it has better quality capacitors, higher +12V rail current rating and longer warranty than the Antec VP450P.

When X-bit laboratories reviewed the Antec VP450P they found a problem with very unstable voltage on the +5V rail. Even the +3.3V rail wasn't very stable either. Ripple on the +12V rail is close to the permissible limits specified in the ATX12V Power Supply Design specifications.

If you consider that to be quality then it's your money so the ultimate choice is really up to you.
