Why do monitors measure from the BOX packaging??

Never really noticed until today when i bought a new monitor... opened thinking yay 23inch then i go to measure the screen and its actually 21-22inch. Then i measured the box packaging and that was 23inch exact... the monitor is Asus VX238H.

Do they do this with all monitors? if so why? doesnt that seem kind of scammy that they go around claiming the "monitor" is 23inch when its not the monitor? its the box.
 
Solution
If you measure straight across you will get the wrong measurement. Monitors, tvs, etc are measured diagonally. I have the same exact monitor. Take your measuring tape again and do this corner to corner DIAGONALLY and you will find it to be exactly 23in. Hope this clarifies things! Game on and have fun!
