PC won't boot when 4-pin ATX cable is plugged in.

I've just built a new rig with some used pieces and some new pieces. After I put the pieces together and pressed the on button, the system wouldn't boot. After fiddling around in the case for a bit I discovered that if the 4-pin ATX CPU connector is unplugged, and I pressed the start button, all the fans would turn on, but no video would show up to the screen.

Included is a (dull and poorly made) video of my problem.


The new parts of the rig are
-motherboard
-CPU
-ram
-PSU
used parts
-HDD
-case
-gpu

Any help is appreciated.
