Best Gaming PC for 700$?

Hey, I've been wanting a Gaming PC for a while now. My gaming laptop didn't work out well for me, it always had overheating problems. I want a 700$ Gaming PC build which should get 55-60+ FPS in such games as Aion, Tera, Neverwinter, Bless online, Archeage, WoW etc. Also which doesn't have so hard overheating problems. The price can be a bit more than 700$ too. I won't go any higher than 780$ if really needed. This is a build I've been thinking about which I found on the internet:

How good is this build? how much FPS would it get in games such as I stated above, what can be a better build for 700$+, and how much FPS would it get in those type of games?

Help would be highly appreciated!

G.Skill Sniper Series 8GB (2 x 4GB) DDR3-1866 Memory and Kingston Black 8GB (2 x 4GB) DDR3-1600 Memory

Is there a big difference between those? and what is it?

The difference is just the clock speeds. These can be altered manually, but if they are the same price go for the g.skill ones.

So far this is 785,38$

If I'd want to update it to 850$ what will it be then?

You can probably get a 120GB SSD. It will increase the speed at which programs and games open and the transfer of files (on the SSD). The SSD i recommend at this budget is the v300 120GB (http://pcpartpicker.com/part/kingston-internal-hard-drive-sv300s37a120g)

The one you recommended me, just changed the memory and added an optical drive.
With this PC build, how much FPS would you get in games such as.. let's say: Aion, Tera, Neverwinter, Bless online, Archeage, WoW, LoL, CoD, BF4 such online games like that?
