PSU Makes noise but not in safe mode

basically if i boot into windows (win 7) my psu will make a slight coil whine noise when moving mouse around and also when loading chrome...but i run my pc in safe mode there is no noise...im %99.9 sure the sound is coming from the psu...this problem started to happen only after a motherboard and cpu upgrade....could this be driver or software related? thanks
ALSO.. the exact sound that is coming from my psu i can hear through my wireless turtle beach xp500's

specs:
MOBO-asus m5a99x evo r2
CPU-amd fx-9370 8 core black edition
GPU-gigabyte radeon r9 270x 4G
PSU-ay wun pro 850 megapower
 
Safe mode uses Microsoft's own default device drivers for devices like the graphics card. This definitely places a different power load on the power supply unit.

AMD's own graphics card driver would result in a different graphics card operating mode and different power load being placed onto the power supply unit.
 
There are just some combinations of graphics card models and power supply models that have worse coil whine.

Sometimes just changing the power supply gets rid of the problem.

Sometimes the coil whine comes from the graphics card's VRM circuit and some graphics card manufacturers will even tell you to just live with it.
