Did I screw up my PC? All games looking very choppy or going too fast after OC

Everything was going fine until I was messing around with my CPU settings, overclocking etc. I'm not entirely sure if it is the OC'ing that caused it, I reverted it and the problems still remain. I'm worried that I might've damaged it.
Right now, every single game I tried either looks incredibly choppy despite going at 60 FPS, or all games go too fast, as if someone pressed a fast forward button.
Something else I noticed is that it stays on the main-screen (I don't know what to call it, I mean the screen before the windows loading, where it shows the options like PRESS F2 TO LOAD UEFI) for much longer than usual (usually it was around 4-5 secs, now it is more like 15 secs).

What do I do

Boot in safe mode, does this still occur. If so then shut down but keep your PC powered and remove and re-plug in the CMOS battery (button battery) then boot up.

Resetting bios settings did it in the end..
